National Assembly discusses bills
Thimphu, July 6, 2009: The ongoing session of the Lower House National Assembly has concluded that civil service bill contradicts with some provisions in anti corruption commission act, election act and royal audit authority act.
The laws had given these constitutional bodies full authority over their organizational structure, budgetary and personnel requirements.
They had compelled that repealing of the clauses would affect their independence and was unconstitutional since they would not have effective control over their own staff.
The bill has given authority to RCSC over the management of the staffs. Similar provision was withdrawn regarding control of the judiciary after a formal objection from Chief Justice Sonam Tobgay.
