His Majesty directs government to be accountable, active

Thimphu, September 8: His Majesty King Jigme Singye Wangchuk has directed the cabinet to be more transparent, responsible, act proactively and prepare for historic political change taking place in 2008.

Addressing the council of ministers at its special meeting to hand over the prime ministership to Lyonpo Khandu Wangchuk, king said the government should work effectively for completion of the current ninth plan by end 2007 and plan for 10th plan to be taken over by the new democratic government. The 10th plan begins in July 2008.

"If not late, it is certainly not too early to start mobilising assistance for the Tenth Plan from our closest neighbour and friend India and other donor countries. If it is left to the newly elected government in 2008 to seek the funds required for the 10th Plan it will be extremely difficult for them to start the Plan activities on time and complete them successfully," he said.

King also expressed his concern over the growing unemployment in the country and asked the government to create more job opportunities for youths. He reminded ministers that it would be better to establish trust fund of US$ 100 million to help resolve the unemployment problem. He said the attempt of the government to create such fund in 1989 was hampered by 'Ngolop' problem.

His Majesty further said "There will be no happier time for Bhutan than when we hold the celebrations in 2008. However, the celebrations should be conducted properly in keeping with our traditions without incurring unnecessary expenditure at the cost of development activities." He expressed his willingness to hold the celebration at Changlimithang ground. This is the place where the first king of Bhutan Sir Ugyen Wangchuk defeated his opponents and paved way for monarchy in Bhutan.

King also directed the government for initiation of planned development of infrastructure such as National Assembly hall, National Council hall, residential quarter for Chimis, Supreme Court building, office of constitutional bodies and others that will become active after 2008 elections.

"This is a sacred responsibility to the nation that you must shoulder with utmost loyalty and dedication. We repose our full faith and trust in you to serve the people and country better than myself and all the Kings who have come before you," the king advised the crown prince who will take up the charge from 2008.

Out going Prime Minister Sangye Ngedup and in coming Prime Minister Khandu Wangchuk louded the role played by His Majesty in political transformation of the country and pledge to serve the country and the people under his benevolent guidance. Bhutan News Service
